The European Union’s Digital Services Act (DSA)
The European Union’s implementation of the Digital Services Act (DSA) has placed additional obligations on large online platforms, including X, to remove illegal content and ensure public security. Breton has reminded both X and Meta, the parent company of Facebook, of their responsibilities under this new legislation. The aim is to curb the dissemination of illegal content and disinformation on these platforms.
The Israel-Hamas conflict has been a significant focus of public attention, and unfortunately, X has become a breeding ground for misinformation and disinformation related to this contentious issue. Several reports have highlighted the proliferation of content shared out of context, contributing to the spread of false narratives. Additionally, researchers allege the existence of a propaganda network of 67 accounts that actively post inflammatory and misleading content about the war.

The platform has experienced reductions in its moderation teams, the reinstatement of previously-banned accounts, and the dissolution of its Trust and Safety Council. X’s Response to Challenges

She highlights the formation of a leadership group to assess the situation and emphasizes the platform’s moderation policies against violent speech and hateful entities. Yaccarino also mentions that X has responded to over 80 takedown requests from the EU within the required timelines. However, it is worth noting that Europol has not issued any notices regarding illegal content on the platform.
X has implemented Community Notes as a tool to combat misinformation on its platform. Over 700 unique notes related to the attacks have been displayed, aiming to provide accurate information to users. However, an NBC News report reveals the challenges faced by the volunteer-powered system. Some community notes experience significant delays, taking hours or even days to be approved. Moreover, some posts remain unlabeled, potentially contributing to the continued spread of disinformation.
While Yaccarino’s letter strikes a diplomatic tone, Elon Musk has taken a more forthright approach. He has urged Commissioner Breton to publicly list specific platform violations. Musk emphasizes the openness of their actions, rejecting any notion of “back room deals.” This request aligns with calls for greater transparency from social media platforms in their efforts to combat illegal content and disinformation.
